NCC to Bar Subscribers with Multiple Unverified SIMs from March 29



The Nigerian Communications Commission (NCC) is reportedly insisting on barring subscribers with four lines and above whose SIM registration data failed to match their National Identity Number (NIN) data starting today, March 29.


A source disclosed that the commission’s management reached this decision at a meeting held on March 28 to review requests from telecom companies for an extension of the verification deadline for NINs submitted.


Additionally, the NCC is considering approving an online application solution for Mobile Network Operators (MNOs) where subscribers whose NIN verification failed due to biometric mismatch can update their records on the app, and existing subscribers can register additional lines.


A statement from the commission emphasized the need to curb the chaos of multiple SIM cards with unverified NIN details, citing cases where individuals own thousands of lines linked to their NINs for potentially illegitimate purposes. The NCC stated that all lines with unverified NINs would be barred, and owners would need to go to their operators to decide which lines to keep and submit correct NIN details.


The NCC clarified that services such as car trackers or Internet of Things (IoT) devices are not subject to the "Max-4 Rule" limiting SIM card ownership, as provisions have been made for such services.


The commission noted that no country allows individuals to have thousands of SIM cards for making calls or texts, highlighting the need for stricter regulations.
